The metaverse will bring new opportunities for communities and individuals to flourish and transcend limitations of their current environments.
Meta has been steadily investing to make this vision a reality through systematic investments in hardware, platforms, ecosystems, partnerships with educational institutions and educational programs.
Seoul National University is leading research in technologies necessary to build the metaverse and governance policies to ensure individuals can be safe and thrive in these new, exciting environments.


About the challenge
A policy hackathon is a forum where people brainstorm, prototype and pitch a creative solution to a complex problem. The Seoul National University and Meta invite you to participate in one such hackathon with the theme – ‘Building Community and Well Being in the Metaverse’. Through the hackathon, we will shape two key policy proposals for addressing either opportunities or challenges in the Metaverse. These two solutions will be picked from various proposals submitted by participants across the Asia Pacific over multiple rounds.

For purposes of this hackathon, the Asia Pacific region includes: Afghanistan, Australia, Bangladesh, Brunei, Cambodia, Fiji, Hong Kong, Indonesia, Japan, Kazakhstan, Kiribati, Kyrgyzstan, Laos, Macau, Malaysia, Maldives, Marshall Islands, Micronesia, Mongolia, Myanmar, Nauru, Nepal, New Zealand, Pakistan, Palau, Papua New Guinea, Philippines, Samoa, Singapore, Solomon Islands, South Korea, Sri Lanka, Taiwan, Tajikistan, Thailand, Timor-Leste, Tonga, Tuvalu, Uzbekistan, Vanuatu, and Vietnam.
The theme of the XR Policy Hackathon 2023 is “Building Community and Well-being in the Metaverse.”
Congratulations! If your team’s scenario is selected as one of the policy challenges, it will be used by all competing teams in the hackathon. You will be awarded Meta Quest 2 headsets.
A diverse panel of expert judges from Meta and Seoul National University’s Artificial Intelligence Institute (“AIIS”) will evaluate the participants’ policy proposals based on a series of metrics. The specific evaluation criteria will vary depending on the round being judged.
Seoul National University and Meta will provide participants with support and training for formulating and presenting their policy outputs during Round 2. Experts will also give feedback on proposals to help participants refine their ideas.
In Round 3, finalists are required to submit a video explaining their final policy proposal to present their ideas more comprehensively. The video will also be shared with Round 2 participants and Seoul XR Conference attendees to gather their “competitors’/audience’s favorite” votes.
Well done! If your team is selected as one of the finalists, you will be invited to Korea, to participate in the Seoul XR Conference. We will cover the travel costs, including room and board, for up to 3 participants from your team. You will present your revised policy proposals at the conference.
The ideas generated during the hackathon will contribute to policy discussions and potentially influence future policymaking.
